EHDS opens a stakeholder forum: what health innovators should know

The European Commission has announced an EHDS Stakeholder Forum and Community. For digital-health research teams, this is an implementation discussion to follow—not permission to access patient records or a shortcut around data protection.

What was announced?

On 13 October 2026, the European Commission announced the European Health Data Space Stakeholder Forum and Community. Organisations and public entities other than Member State authorities were invited to apply for Forum membership. Organisations and individuals working with health data were also invited to join the Community on the EU Health Policy Platform.

The announcement describes opportunities to exchange experience, access resources and discuss EHDS implementation. The Forum and Community are distinct channels. Participation is not certification, funding approval or an authorisation to process health data. Anyone considering participation should check the current conditions on the official pages.

Implementation is phased, not immediate

The Commission’s EHDS overview distinguishes entry into force from application. The Regulation entered into force on 26 March 2025. Key parts are scheduled to apply from March 2029, with further categories following in March 2031. A 2026 research proposal should therefore specify which rules and implementation stage it is planning for.

The framework addresses both primary use for healthcare and secondary use for purposes such as research. It does not make every dataset openly available. The Commission describes permit-based secondary use, secure processing environments and safeguards against re-identification. GDPR and other applicable requirements remain relevant.

Our interpretation for health research teams

Before developing an AI model, a consortium can map the workflow: who requests data, who approves access, what environment is used and how outputs are checked. A prototype using carefully designed synthetic examples could help partners discuss these steps without assuming access to real patient records. Synthetic data is not automatically anonymous and still requires a privacy assessment.

  • Separate exploratory workflow prototypes from tools intended for clinical decisions.
  • Involve healthcare, data-governance and patient representatives when defining requirements.
  • Document lawful access, security responsibilities and evaluation criteria before introducing real health data.

Where INNOQUEST fits

For a relevant Horizon Europe proposal, INNOQUEST could explore interface prototyping and non-clinical workflow simulation with qualified partners. This remains a research and co-development direction. INNOQUEST does not claim EHDS Forum membership, authorised access to patient records, certified compliance or a clinically validated AI product.
